Scope of Work Options

Design Phase

  • Development of Project Team organizational structure using the Linear Responsibility Matrix.

  • Production of a Design Schedule to coordinate all design disciplines and related procurement and Owner input.

  • Design of a cost control model for the cost of carrying out the design function.

  • Design of a cost control model for the control of the estimated construction cost of the emerging design, including guaranteed maximum price (GMP) control.

  • Development of a Summary Construction Schedule to be used in establishing design and procurement sequencing.

  • Conduct Project Team meetings on a regular basis to verify and review status, identify problems, obtain commitments to problem resolution actions, and develop Near Term Schedules for the next implementation cycle.

  • Update all schedules and cost controls, analyze trends, and make recommendations for action.

  • Verifying procurement status through vendor contacts, including on-site inspections and review of vendor production schedules.

  • Troubleshooting in detail on critical problem areas to develop recovery plans and promote their implementation.

  • Conduct value engineering sessions to promote cost consciousness and explore potential for cost reductions.

 

Construction Phase

  • Development of Project Team organizational structure using the Linear Responsibility Matrix.

  • Detailed scope of work documentation with each individual Contractor and Subcontractor involved.

  • Use of team scheduling conferences to lead the construction team in the development of a coordinated Overall Project Schedule consistent with previously established design and procurement sequencing and the start-up/occupancy requirements of the Owner.

  • Refinement of the construction cost control model (including Guaranteed Maximum Price) to reflect the buyout status of the project.

  • Updating and enlarging of the procurement scheduling model and integration of it with the on-site construction schedule.

  • Development of start-up/occupancy activities and sequencing with the Owner's staff.

  • Conduct of Project Team coordination meetings on a regular basis to analyze and verify status, identify problems, obtain and document problem solution steps, and develop Near Term Schedules for the next implementation cycle.

  • Updating of all schedules and cost controls, analyzing trends, and making recommendations for action.

  • Review of scheduled manpower needs in light of area manpower availability and assistance to the contractors in developing specific plans for resolving manpower problems.

  • Management of the design/procurement/construction interfaces as specific potential trouble areas.

  • Control of Change Order processing to minimize disruption to the flow of construction while controlling impact on total cost.

  • Pay request verification based on earned-value schedules, stored materials verification, and quantity measurements where applicable.

  • Conduct status review and projection meetings for the Owner.

  • Troubleshooting in detail of conflicts as they arise to reduce potential impact.

  • Conduct value engineering sessions to promote cost consciousness and explore potential for cost reductions.

 

Delay Claims Analysis

  • Detailed review of available documentation, including CPM Schedules and Schedule updates, Job Meeting notes/memos, Progress Meeting minutes, A/E site reports, Superintendent Daily Logs, Subcontractor Daily Logs, Job-Site Photographs, Change Order Requests, executed Change Orders, and correspondence relating to the Delay Claims.

  • Preparation of a Significant Events Time-Line Display to assist the team in analyzing claims issues in contest.

  • Development of an As-Planned Schedule, reflecting initial schedule activities and logic, to serve as a baseline for comparison in the Delay Analysis - frequently includes an As-Planned Schedule after each delay event.

  • Development of an As-Built Schedule, reflecting actual schedule progress and significant events which transpired "behind the scenes" and had delaying impact to scheduled operations.

  • Analysis of results, by comparison of the As-Planned and As-Built Schedules, indicating the periods and causes of delay or acceleration, and review of the implications of the analysis with the Claims Team.

  • Development of a summary of Change Order Requests/Executed Change Orders, reflecting basis for Change Order, time extensions requested versus approved, and net increase or decrease in contract amount.

  • Analysis of overhead and other indirect cost impact.

  • Analysis of actual weather conditions versus yearly norms for jobsite location based upon U.S. Weather Service Data.

  • Analysis of selected manpower utilization on an As-Planned versus As-Built basis.

  • Preparation of graphical displays for presentation to Claims Team for review, to opposition for negotiation of settlement or for use in litigation proceedings.

  • Furnishing deposition information, review of plaintiffs' depositions, and provision of expert testimony.
